VirtualPC is a PC emulation. So the person is running AROS x86 native inside the emulator.
A G4 generally runs PC software in VirtualPC about as fast as a 200MHz Pentium. AROS probably runs pretty good on it, but certainly not as good as if it were native on the Mac. I have Linux installed on my iMac and am looking into a PPC Linux hosted AROS, but I'm a little swamped, so it's going slowly.
