I had the same issue. ICU is some component for internationalisation.
I did delete the OWB folder before running LUPD but forgot to delete the prefs.

To fix it I did simply delete OWB again and downloaded the march version from the forum. Works fine, so I guess there is no issue with missing system files.

The question now is how reliable is the update process and are also other parts of the system not updated correctly?

EDIT: small typo

I am quite confident that I did not but

cant tell for sure, I am investigating - but when I compared the OWB beta content to the LUPD one, there were more inside the beta folder then in the update.

ADDED

I noticed that the OWB Prefs did not exist in the LUPD Package, and the old ones were deleted manually. No new has been created either when trying to launch OWB.

Well... meh. I don't know what an ICU file can be. Are you sure you didn't delete something more than what was needed?

Updated from 2.03 (virtualbox) using the LUPD tool and instructions from Icaros site.

Seems to work nice, however I have an issue, and I think I followed instructions carefully.

I removed the OWB folder and OWB prefs files, before installation, but now when trying to launch OWB it complains about some missing ICU files whatever that is. So I tried to launch the older OWB 1.25 I had in a separate drawer for testing before, it at least shows it GUI before crashing - no ICU complaints. Any hints?
