The version I tried (compiled from downloaded source) doesn't need or use Cairo (at least not by default).

Curl I don't know, but CAIRO runs already on AmigaOS 4, being open source it should be of no problem having it ported to AROS.

In the source code you can download (and compile/run) there is a sample implementation for Linux which uses SDL, freetype and not much else. Seems that MOS Sputnik Beta3 has been released. I will also point out a AROS bounty has been setup for the LGPL KHTML engine. I think it is getting closer to the time we need to point to a given browser bounty which will give us what we desperately need in the quickest time. At this point in time, I think we have to consider the developer availability issue as a primary factor in any decision.
