I converted the local prefs to a zune gui and added the city list back in 2008.
The list was not random. If I remember correctly, I used a list from some linux/bsd distributions. I just added my home-town as an "easter egg", which stayed there until polluks removed it on 11 Dec 2016  .

No objections here, but what if only cities in the current highlighted timezone were displayed. Would that be less messy?

The Locale Preferences has a messy list on the right side of the timezone tab:
