It works with framebuffer or x11. When x11 is available it will use it.

afaik it requires an x-server to run. Besides the 'aros-system' there's also the contrib archive which contains extra compiled material. There is no special dedicated arm repository (yet). So that unfortunately means you would need to compile (available) sources yourself if you want more.

Does it run witthout X server on the top a framebuffer like embedded system or it need a X runnning when i run this bootstrap?
Are there some repository with apps for arm version of the aros? Or is empty way?

No, only hosted.
You need a working Linux -> Than download the hosted version and execute AROSBootstrap (which can be found under /Linux-folder inside the archive : http://netcologne.dl.sourceforge.net/project/aros/nightly/20140924/Binaries/AROS-20140924-linux-armhf-system.tar.bz2
